Chapter One
IUBCCI was founded in 2012 at the International Conference of the Bi-National Chambers of Commerce held in Tel Aviv, Israel — convened by the Israeli Federation of Bi-National Chambers of Commerce and Industry. Presidents and leaders of bilateral chambers from across the world gathered, and the proposal was made: a single global organization for all bilateral chambers, federations, and joint business councils.
Two founding documents — a Memorandum of Understanding and a Resolution of Establishment — were drafted and signed. The founders were the Union of Bilateral Chambers of Commerce of Romania and the Israeli Federation of Bi-National Chambers of Commerce and Industry, each itself an umbrella of dozens of chambers.
For two years the Founding Committee deliberated where the union should be legally incorporated. In January 2014, the decision was reached: the United States of America — and specifically Pennsylvania, the cradle of the first state constitution after the Declaration of Independence and "the most democratic in America."
Today, IUBCCI is the world's largest non-profit organization of bilateral chambers of commerce — a 501(c)(6) entity dedicated to bilateral trade, commercial diplomacy, and the exchange of culture and humanity.

Focused on the digital evolution of trade and international recognition. During this congress, IUBCCI reinforced its standing within the United Nations DESA Civil Society database.
The Global Voice of Diplomacy
The World Congress, organized by IUBCCI, unites diplomats, government officials, and business leaders to strengthen economic relations, advance good governance, and foster global economic harmony.
Launched on September 30, 2015, the inaugural Congress hosted representatives from over 45 embassies alongside global leaders. Key participants included international ambassadors and senior leadership, receiving high-level commendations from dignitaries such as U.S. Secretary of State John Kerry.
